A Frigid Winter Prompts Columbia Gas to Remind Customers of the Help Available for Those Struggling to Pay Heating Bills

CANONSBURG, PA (February 11, 2009) - With two more months of winter weather ahead, Columbia Gas of Maryland is issuing a timely and important reminder to customers that a comprehensive platform of assistance programs is available for those who are struggling to meet their home heating bills.

"Between the ongoing economic challenges and a frigid January, our call center and local social service agencies have seen a dramatic rise in the number of customers who are requesting financial assistance," said Patty Terpin, director customer programs, Columbia Gas of Maryland. "Despite the increase in referrals to programs, Columbia Gas believes that many customers are still not aware that help is available."

A sampling of these programs includes:

Budget Payment Plan. The Budget Payment Plan allows customers to spread yearly gas costs over 12 months by paying a monthly budget amount instead of paying their account balance each billing cycle.

Extended Payment Plans. Columbia Gas� works with customers with past-due bills to set up a payment plan. This allows customers to prevent termination while paying the past-due bill over time.

Fuel Fund. Columbia Gas' Fuel Fund, administered by the Dollar Energy Fund, provides energy grants to customers for use in offsetting overdue payments or restoring service to terminated utility accounts. The Fund is designed for customers with low incomes who have exhausted all other available energy-assistance programs (income guidelines change annually).

Maryland Energy Assistance Program (MEAP). Aside from offering its own assistance programs, Columbia Gas serves as a link to federal funds that provide financial help to cover residential heating costs. The funds are distributed as energy grants. Guidelines focus primarily on household size and income level and change with each new heating season. Columbia Gas has current information on eligibility and program details.

NiSource Charitable Foundation Supporting Those In Need: Haitian Relief Effort

The NiSource Charitable Foundation was established with a mission to help create strong and sustainable communities where NiSource employees and customers live and work. In 2010, through the NiSource Supporting Those in Need campaign, employees and the NiSource Charitable Foundation are expected to contribute over $3.5 million to local organizations providing food, clothing, shelter and other basic needs to individuals and families.

Touched by the great need caused by the recent earthquake in Haiti, as part of the Supporting Those in Need campaign, the NiSource Charitable Foundation contributed $50,000 to the American Red Cross' Haiti relief effort to support the immediate need in Haiti. The American Red Cross is sending money, supplies, and staff to Haiti to support relief efforts following the catastrophic earthquake affecting millions across the country.

(NYSE: NI), today awarded grants worth over $23,000 to 10 organizations throughout�Pennsylvania and Maryland through the NiSource Environmental Challenge Fund.

Winter's arrival in Maryland is inevitable. Going without heat doesn't have to be. Columbia Gas of Maryland reminds its customers that it is critically important for people to act now to ensure that they'll have service when cold weather sets in.

By making sure that your heating equipment and your Columbia Gas of Maryland account are in order now, you'll avoid problems when demand for heat is high and the resources of all those who provide it - your utility, heating contractors and plumbers - are stretched thin.All customers should consider these steps:

Test your furnace. Take the time today to test your furnace and ensure that it works properly. If you don't discover a malfunction until the first freeze, you could have a hard time finding a heating contractor to make the repairs and, once it's fixed, you could be stuck in a long line of folks waiting on Columbia to do inspections and re-establish service.

Energize your efficiency. There are simple, inexpensive steps you can take today to make your home more energy efficient, like sealing air leaks with caulking and weather stripping. You can also install a set-back thermostat, which automatically dials down the heat when you're not at home.�
Meter access. If you've got an indoor meter, you must make arrangements for Columbia to get inside and read your meter on the scheduled date that appears on your bill. If it's outside, you need to trim plants, restrain pets and avoid fencing, storage or anything that obstructs meter dials. Long-term estimated bills often lead to high-bill complaints, and can lead to shut-off.

Payment Plans. Any Columbia Gas of Maryland customer who feels that they might have a problem paying their winter heating bills needs to call the company today at 1-800-460-4332 for assistance in enrolling in a payment plan that can make those bills easier to handle. The earlier they call us, the more successful the results. It's always easier and less costly, for both the customer and Columbia, to keep service on. But we have customers who simply ignore notices we send about outstanding balances. If we issue a termination notice, it means a bill has been unpaid for 60 days.

The Census: A Snapshot
What: The census is a count of everyone residing in the United States.
Who: All U.S. residents must be counted-both citizens and non citizens.
When: You will receive your questionnaire in March 2010 either by U.S. mail or hand delivery. Some people in remote areas will be counted in person.
Why: The U.S. Constitution requires a national census once every 10 years to count the population and determine the number of seats each state will have in the U.S. House of Representatives.
How: Households should complete and mail back their questionnaires upon receipt. Households that do not respond may receive a replacement questionnaire in early April. Census takers will visit households that do not return questionnaires to take a count in person.

A Complete Count: The Importance of Census Data
Every year, the federal government allocates more than $400 billion to states and communities based, in part, on census data. Census data are used to determine locations for retail stores, schools, hospitals, new housing developments and other community facilities. Census data determine boundaries for state and local legislative and congressional districts.

2010 Census Questionnaire:
Easy, Important and Safe
With only 10 questions, the 2010 Census questionnaire takes approximately 10 minutes to complete. Households are asked to provide key demographic information, including: whether a housing unit is rented or owned; the address of the residence; and the names, genders, ages and races of others living in the household.
By law, the Census Bureau cannot share an individual's responses with anyone, including other federal agencies and law enforcement entities.

Call 811 to Reduce Number One Cause of Natural Gas Pipeline Damage

CANONSBURG, PA - Warmer temperatures and the arrival of spring typically signal the beginning of outdoor projects - everything from replacing the mailbox and installing a new pole lamp to building an addition on a home or excavating the yard for a new swimming pool.� April is National "Dig Safely Month," and Columbia Gas of Maryland is issuing a reminder to contractors, excavators, and homeowners who are considering a project that requires digging.� State law requires calling 8-1-1 at least two business days before excavating.

"It's a free call, and it's a simple rule to follow.� Before you pick up the shovel or power up your equipment, pick up the phone and call 8-1-1," said Terrence J. Murphy, president of Columbia Gas.� "Puncturing a gas line can have catastrophic consequences.� By calling 8-1-1 before you dig, you will be protecting your family, your home, and your community.� You will also avoid potentially costly repairs."

Maintained by Miss Utility, the 8-1-1 "Call Before You Dig" hotline is a statewide clearing house for calls from excavators, contractors, plumbers, builders, designers, and the general public.� The hotline alerts Columbia Gas that excavation is about to occur.� A Columbia Gas representative will then visit the property and mark the location of the natural gas lines before digging begins so the lines are not compromised.

State law requires that a homeowner or a contractor provide at least 48 hours, or two business days, notice before the excavation begins.� In addition, the person conducting the excavation is charged with the responsibility of making the call to 8-1-1.

Questions and Answers About Columbia Gas of Maryland's Proposed Distribution Rate Adjustment

Q:� What do you mean by a limited base rate adjustment?

A:� Under Maryland law, utilities are permitted to make limited "make whole" filings to adjust their rates to account for changes in capital investments, revenues and expenses since the utility's last base rate case.� If approved by the Public Service Commission, today's filing will enable Columbia to update its rates to reflect changes since the Commission last approved rates for Columbia in 2009.

Q: How will the limited base rate adjustment impact my bill?�

A: �The average monthly bill for a residential customer using 6.3 Mcf of gas per month would increase from $71.32 per month to $74.94 which is a 5.08 percent increase. The average commercial or industrial customer bill, reflecting 24 Mcf of gas usage per month, would increase from $256.95 to $268.76 or 4.60 percent, while a commercial or industrial customer using 323 Mcf of gas per month would see their average monthly bill increase from $3,149.63 to $3,270.30 or 3.83 percent.

Q:� Didn't Columbia Gas just reduce my base rates in January?�

A:� No.� In January, Columbia Gas filed its quarterly purchase gas adjustment for the gas supply portion of a customer's bill.� This portion of the customers' bill decreased by $1.5545 per Mcf and currently represents about 60 percent of the total residential bill.� Columbia purchases its gas on the wholesale market and, under Maryland law, passes those costs on to the customer without mark-up or profit.

Q: Why does Columbia Gas of Maryland need to adjust its rates?

A: Columbia invested $4.8 million in capital expenditures to replace 44,000 feet of natural gas infrastructure in 2009 and anticipates similar annual capital expenditures for this program. The proposed distribution rate adjustment, if approved as filed, would allow for a fair return on Columbia's investments and continued infrastructure investment.� In 2009, Columbia Gas also completed a $2.2 million investment in Automated Meter Reading (AMR) devices.� This project began in 2008, and was implemented to better serve customers by providing monthly meter readings, eliminating estimated billings, reducing meter reading errors, and identifying problem situations, such as unauthorized use.

Q: When was the last time Columbia Gas of Maryland requested an adjustment to its distribution rates?

A: Columbia last requested a distribution rate adjustment on October 1, 2008.� Following settlement and Commission approval, rates became effective on March 31, 2009.

Q:� Is this rate hike fair to Columbia Gas of Maryland customers?

A: Columbia views this as a fair and reasonable request which, if approved as filed, will provide customers a safer, more reliable and efficient natural gas delivery system.

Get Ahead of the Heating Season, Enroll in Columbia Gas of Maryland's Budget Payment Plan

CANONSBURG, PA (April 8, 2007) - America's best energy value is even easier to afford with Columbia Gas of Maryland's Budget Payment Plan. By enrolling now customers can ensure a consistent monthly payment throughout the heating months when usage is at its peak.

The average customer budget payment is $117 per month and is based on history of gas usage, 30-year temperatures, and the current and projected cost of gas. The plan spreads natural gas costs evenly during the year and allows customers to pay the same amount each month.

To enroll in the plan, customers need only pay the budget amount on their bill instead of the actual amount due. Customers can enroll at any time as long as their account is current.

"The budget plan provides customers with predictability in their gas bills," said Terrence Murphy, president of Columbia Gas of Maryland. "This makes America's best energy value even more attractive for households."

Earlier this year the United States Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy declared again that the cleaner burning natural gas will cost less to use in 2007 than other major home energy source. The forecast of projected costs of natural gas, electric, propane and kerosene use was published in the

Federal Register.

With current projected costs, homes using a high-efficiency natural gas furnace and a natural gas water heater could save tens of thousands of dollars in combined energy savings over the life of their appliances. Homes with another heating source may want to switch before the heating season to natural gas given the economic payoff and overall safety benefits. Natural gas is the safest energy delivery system in the country, according to government statistics.

- With minimum 72-hour prior notification, customers' gas service will be turned off one at a time for several hours in order to connect to the new gas main line.
- Columbia Gas will perform re-light work at no charge to the customer.
